Trade Licence Registration in India

Get the right municipal trade licence for your shop, office, godown or eatery, and keep it renewed under your city's current rules.

  • Issued by your city's municipal body, not a central agency
  • MCD Delhi: general and health trade licence tracks
  • Separate from shop and establishment registration
  • Fees, validity and portals vary by city

A trade licence is the permission your local municipal body gives you to carry on a trade, business or storage activity from a particular premises within its limits. It is a local licence, not a central one, so the rules, fees and portals differ between Delhi, Uttar Pradesh and Haryana and even between two cities of the same State. This page explains how a trade licence works, how it differs from shop and establishment registration, and how to apply with the MCD in Delhi and with urban local bodies in UP and Haryana.

What is a trade licence?

A trade licence is a regulatory permission under municipal law. Municipal bodies license trades that can affect public health, safety or the local environment, or that need to be known to the city for property and tax purposes. The licence authorises a specific trade at a specific address, and it is not transferable from one premises or owner to another without the body's permission.

In Delhi, the Municipal Corporation of Delhi (MCD) issues two broad kinds of licence. A General Trade Licence covers ordinary trade and storage, such as retail shops, offices and godowns, under section 417 of the Delhi Municipal Corporation Act, 1957. A Health Trade Licence covers trades with a public-health dimension, such as eating houses, restaurants, hotels, lodging houses, spas, swimming pools and cinemas, and is issued under section 421 and the Eleventh Schedule to that Act. The New Delhi Municipal Council (NDMC) and cantonment boards license premises within their own areas.

Trade licence rules have moved quickly in Delhi. MCD has reportedly been integrating the general trade licence fee with property tax, and Delhi's licensing offences have been affected by the Jan Vishwas decriminalisation exercise, which moved several municipal contraventions to civil penalties decided by an adjudicating officer. Because those changes are recent and each body notifies them separately, check the live MCD notification before relying on any consultant's fee chart.

In Uttar Pradesh, municipal licensing sits with the Nagar Nigam or Nagar Palika under the UP Municipal Corporation Act, 1959 and the UP Municipalities Act, 1916 and local bye-laws. Noida, Greater Noida and Yamuna Expressway areas are administered by industrial development authorities and not by a Nagar Nigam, so the licensing counter is different there. Haryana's urban local bodies license trades under the Haryana Municipal Corporation Act, 1994 and the Haryana Municipal Act, 1973, with online services increasingly offered through the State's ULB portal.

Who needs a trade licence?

Whether you need a licence depends on the nature of the activity and on your city's schedule of licensable trades. Delhi has a broad licensing approach, while several metro cities license only a defined list of trades. Typical cases include:

  • Retail and wholesale shops, showrooms and trading offices in Delhi and many UP and Haryana towns
  • Warehouses, godowns and cold storages used for storage of goods
  • Restaurants, cafes, bakeries, sweet shops and other eating houses, which also need FSSAI and sometimes a fire NOC
  • Hotels, guest houses, PGs, spas, salons and gyms in cities that license them
  • Workshops, repair shops and small manufacturing activity inside municipal limits that falls short of a factory
  • Hoardings, street vendors and mobile traders, where separate licence classes apply

Benefits of Trade Licence

Legal right to operate from the premises

A valid licence shows that your trade is permitted at that address and protects you from sealing, challans and recovery action by the municipal body.

Supports other registrations

FSSAI licences, bank current accounts, shop and establishment registration and some GST address checks regularly ask for the trade licence or its receipt.

Proof of address and business existence

A trade licence in the business name serves as local proof of a functioning business, which helps in vendor onboarding, loans and tenders.

Smoother inspections

Municipal and health inspectors check the display and validity of the licence first. A valid copy displayed at the premises reduces friction during surveys.

Clarity on property use

The licensing process forces you to confirm that the premises is lawfully used for commercial purposes and that conversion and property tax charges are paid, which prevents bigger disputes later.

Eligibility and pre-conditions

The licence is granted to the person actually carrying on the trade, at premises that can lawfully be used for that purpose. Most refusals trace back to a premises issue, not the application form.

  • Premises lawfully usable for commercial activity: commercial or mixed-use property, or residential property on which conversion or mixed-use charges have been paid
  • Property tax, conversion charges and, in Delhi, parking charges for the premises up to date
  • Applicant with a legal right to occupy: owner, tenant with written agreement or allottee
  • Fire safety compliance where the category and building size require it, such as eating houses and large premises
  • FSSAI licence or registration for food businesses before a health trade licence is finalised
  • No unauthorised construction on the premises that the body can object to

Documents required

Applicant and business documents

  • Photo identity and address proof of the proprietor, partner or authorised signatory, with passport photograph
  • PAN of the proprietor or entity
  • Partnership deed, LLP agreement or certificate of incorporation, as applicable
  • GST registration certificate where registered, and Udyam certificate if available
  • FSSAI licence or registration for food businesses

Premises documents

  • Sale deed, lease deed, rent agreement or allotment letter; for rented premises, ownership proof of the landlord may be asked
  • Latest electricity or water bill and property tax receipt
  • Site plan or key plan and photographs of the premises showing the frontage and the trade
  • Proof of payment of conversion and parking charges where applicable
  • Fire NOC or safety undertaking for the categories that need it

How to apply for a trade licence

The steps below follow the general sequence. Delhi's portal and fee route have been changing, so treat the exact screens and payment path as subject to the latest MCD instructions.

  1. Identify the licence category

Decide whether your activity falls under a general trade or storage licence, a health trade licence, or something separate such as a signage or eating house licence. In Delhi a restaurant typically needs FSSAI plus the health trade licence and a separate police eating house licence, so the sequence needs planning.

  2. Clear premises dues

Pay pending property tax, conversion and parking charges. Municipal portals check these automatically in some cities, and an outstanding balance is the commonest reason the application will not go through.

  3. Collect documents

Gather occupancy proof, identity, PAN, constitution documents, site plan and photographs, and any FSSAI or fire documents the category needs. Names and addresses must match across all of them.

  4. Apply on the municipal portal

In Delhi, apply through the MCD online portal for the relevant track. In UP and Haryana, use the Nagar Nigam or ULB portal, or the counter where online service is not yet live. Fill in the trade code and area accurately because the fee is derived from them.

  5. Pay the fee

Pay through the portal or the route notified for your category. In Delhi the general trade licence fee has been reported as linked to property tax payment, while health trade licence fees follow a separate category-wise schedule. Retain the receipt.

  6. Inspection or officer scrutiny where required

Some categories are granted on payment and others need officer approval or inspection. Be present with originals and ensure that the display board, signage and fire equipment match what you declared.

  7. Receive and display the licence

Download the licence or receipt and display it at the premises. Note the validity date and set a reminder for renewal.

Government fees for a trade licence

Every municipal body sets its own fee, usually on the basis of trade category, area of the premises, the locality or property-tax class, and sometimes the number of employees. There is no single national figure, and consultant fee charts are frequently out of date. Instead of quoting figures that we cannot trace to a notification, we set out how fees are calculated in your three main regions.

ItemAmountNote
Delhi (MCD): general trade licencePer MCD notificationReported to be linked with property tax from 2026; earlier a locality and area-based schedule applied. Confirm on mcdonline.nic.in
Delhi (MCD): health trade licencePer category scheduleSeparate schedule by category such as eating houses, lodging and cinemas; revised periodically
Uttar Pradesh (Nagar Nigam / Nagar Palika)Per local bye-lawsFee depends on the trade and the local body; some bodies license only listed trades
Haryana (Municipal Corporation / Committee)Per local bye-lawsCharged by the urban local body according to its schedule of trades

Professional charges are quoted separately after reviewing your case. Government fees are paid directly to the authority. We confirm the current fee against the municipal body's notification before you pay.

How long does a trade licence take?

There is no uniform timeline. Where the system grants the licence immediately on payment of fees, it can be done the same day once documents and dues are clear. Where officer approval or inspection is involved, expect days to a few weeks, and longer if the body raises queries on premises use. Do not start a trade that needs a licence on the assumption that approval will arrive soon.

StageTypical time
Document collation and premises dues check1–5 working days
Online application and fee paymentSame day, once documents are ready
Scrutiny or inspection (category dependent)Not fixed; varies by body and category
Issue of licence or receiptImmediate to a few weeks

Validity and renewal

Most municipal trade licences run for a financial year and must be renewed each year. In Delhi, the MCD licence is understood to run to 31 March and renewal is allowed before expiry, so file before the year closes rather than after. Delayed renewal can attract a penalty or interest as notified by the body, and in several cities late renewal moves from a percentage surcharge to sealing for long default. If you change the trade, the address or the proprietor, apply for a fresh licence or an amendment, because a licence is tied to the person, trade and premises.

Compliance after you get the licence

  • Display the licence or receipt at a visible place in the premises
  • Renew before the end of each financial year, with property tax and other dues up to date
  • Keep FSSAI, fire NOC, GST and shop and establishment registrations consistent with the licence details
  • Intimate the body of any change in trade, area, proprietor or address
  • Follow health and sanitation conditions attached to the licence, particularly for eating houses and lodging
  • Ensure signage and hoardings comply with the body's signage rules and are separately licensed where required

Common mistakes and rejection reasons

Assuming shop and establishment registration is enough

Shop and establishment registration is a labour-law registration under the State Act. A trade licence is a municipal permission. Having one does not replace the other.

Applying with unpaid property tax or conversion charges

Municipal systems link the licence to the property. Unpaid dues, especially conversion charges for a residential property used commercially, block the application.

Wrong trade category

Selecting a general trade category for a food or lodging business, or the reverse, leads to refusal or a later demand for a different licence and fee.

Mismatched names and addresses

A name on the rent agreement, electricity bill and GST certificate that differ in spelling or unit number triggers queries and delays.

Operating before the licence is issued

Starting the trade while waiting for approval exposes you to challans or sealing, and a challan can complicate the later application.

Missing renewal

Because licences expire on a fixed date in many cities, a missed renewal can result in a penalty and a lapse that shows up during an inspection.

Penalties for non-compliance

Trade without a required licence has traditionally been an offence under municipal Acts, punishable with fine and the possibility of sealing. Delhi has reportedly moved many such contraventions to civil penalties adjudicated by an officer of the municipal body, with an appeal to a senior officer. The exact amounts differ by section and city, and we do not quote figures that have not been verified against the municipal notification. Penalty rows are therefore not listed here.

Practitioner tips

  • Before you sign a lease for a shop, ask the landlord for the property tax receipt and the conversion charge receipt. If these are missing, the trade licence will stall regardless of how complete your own papers are.
  • For food businesses, work backwards: fire NOC and FSSAI first, then health trade licence, then the police eating house licence where Delhi requires it. Applying in the wrong order creates avoidable queries.
  • In Noida, Greater Noida and Yamuna Expressway areas, confirm whether the local authority or a Nagar Nigam covers your plot before you pick a portal. Applying to the wrong body is a common time waster.
  • Take dated photographs of the shop frontage with the signboard and display. Many online systems ask for them, and they protect you in case of a dispute.
  • Put the renewal date in your compliance calendar next to GST and shop-registration renewals so these local licences do not lapse unnoticed.

Trade Licence: frequently asked questions

Is a trade licence mandatory in India?

It depends on your city. Delhi and many municipal bodies in UP and Haryana license a wide range of trades, while some metro cities license only a defined list of specified or hazardous trades. Check your municipal body's list of licensable trades before starting, and do not rely on advice from another city.

Which authority issues a trade licence in Delhi?

The Municipal Corporation of Delhi issues general and health trade licences for most of Delhi. The New Delhi Municipal Council and cantonment boards issue licences within their own areas. MCD applications are made online on its portal, mcdonline.nic.in.

What is the difference between a general trade licence and a health trade licence?

A general trade licence covers ordinary trade and storage under section 417 of the Delhi Municipal Corporation Act, 1957. A health trade licence under section 421 covers activities with a public health aspect, such as eating houses, hotels, lodging houses, spas, swimming pools and cinemas, and follows a separate fee schedule.

Do I need both a trade licence and shop and establishment registration?

Usually yes, if your business is a shop or commercial establishment with employees. The trade licence is a municipal permission, and shop and establishment registration is under the State labour law. They serve different purposes and are issued by different authorities, so one does not replace the other.

How do I renew a trade licence?

Renew online on the municipal body's portal before expiry, with dues such as property tax cleared. In Delhi licences run to 31 March each year, and renewal is possible ahead of expiry. A late renewal can attract penalty or interest, so diarise the date.

What documents are required for a trade licence?

Typically identity and address proof, PAN, constitution documents of the entity, proof of occupancy such as a sale or rent deed, a recent electricity bill, property tax receipt, a site plan and photographs of the premises. Food businesses add FSSAI, and some categories add a fire NOC.

Can I run a business from a residential property with a trade licence?

Only if the municipal body and the master plan permit that use. In many cases conversion or mixed-use charges must be paid first, and some activities are not allowed in residential areas at all. Confirm the permitted use before signing a lease or applying for a licence.

Is a trade licence required in Noida or Greater Noida?

Noida and Greater Noida are administered by industrial development authorities rather than a Nagar Nigam, so licensing for trades is handled through the authority's own system and rules. Confirm with the concerned authority, because the process differs from what a Nagar Nigam city follows.

What is the penalty for running a business without a trade licence?

Municipal Acts provide for fines and sealing of the premises for unlicensed trade, and Delhi has reportedly moved several contraventions to civil penalties decided by an adjudicating officer. Amounts and procedure differ by city, so check the current notification of the body that governs your premises.

How much does a trade licence cost?

There is no single fee. Each municipal body sets its own, based on the trade, premises area and locality or property tax class. Delhi's general trade licence fee has reportedly been aligned with property tax, while health trade licences follow a separate schedule. We confirm the current figure with the body before you pay.
