A liquor licence is the State excise permission that lets a hotel, club, restaurant or bar serve alcohol to customers. Alcohol is a State subject in India, so there is no national liquor licence: Delhi, Uttar Pradesh and Haryana each have their own Excise Act, rules, licence categories and annual excise policy. This page explains how liquor licensing works for on-premises service in these three regions, what the excise department expects before it looks at your application, and how to avoid the mistakes that cause refusals.
What is a liquor licence for a bar or restaurant?
The Constitution places regulation of intoxicating liquor in the hands of the States. Each State therefore sells licences in categories for manufacture, wholesale, retail shops and on-premises service. For a restaurant owner the relevant categories are those for hotels, clubs, restaurants and bars, where liquor is served and consumed on the premises, and for events and banquets.
In Delhi, the Excise Department grants hotel, club and restaurant (HCR) licences under the Delhi Excise Act, 2009. The licence categories include L-17, L-18, L-19 and L-20 and their F variants for foreign liquor. The Delhi Government has carried the existing duty-based excise framework forward for 2026-27, and the department's renewal circular raises the HCR annual licence fees by 10% for that year. Licences are renewed online through the department's e-Abkari applicant login, and renewed licences run for 12 months from 1 April to 31 March.
In Uttar Pradesh, the excise policy licenses on-premises service through categories such as FL-6 for hotel bars, FL-7 for restaurant bars, FL-7A for club bars and FL-8 for trains and vessels. Applications for bars are heard by a District Bar Committee headed by the District Magistrate, and a commonly reported eligibility package includes a minimum premises area and seating, plus FSSAI, fire and municipal licences. These details come from a secondary summary of the 2025-26 policy and must be confirmed against the current policy before you rely on them.
Haryana's cabinet approved an Excise Policy for 2025-27, running from 12 June 2025 to 31 March 2027, after which policy years align with the financial year. Haryana licenses bars in hotels, restaurants and clubs by category under its excise rules, with fees and conditions set out in the policy and notifications. Because the detail sits in the State's own notifications, speak to the excise department or a professional before choosing a category.
Who needs a liquor licence?
You need an excise licence if you sell or serve alcohol on your premises in any quantity, including beer and wine. This usually covers:
- Restaurants and fine-dining outlets that want to serve liquor with meals
- Standalone bars, pubs, microbreweries and lounges
- Hotels and resorts with in-house bars and banquet halls
- Clubs, gymkhanas and member associations
- Event organisers and banquet venues that need one-time or event permits
- Airport, rail or vessel service operators, where special categories apply
Benefits of Liquor Licence for Bar & Restaurant
Legal right to serve alcohol
Serving alcohol without a licence is a criminal offence under the State Excise Act, and a licence is the only way to do it lawfully.
Higher revenue per cover
Beverages are often a significant share of revenue for a bar or restaurant, which is why the licence fee is usually worth considering at the planning stage.
Access to events and extended hours
Some States allow extra-hours or event permissions to licensed premises, as UP does for late-night service in municipal areas.
Protection against raids and seizure
A valid licence, with registers and permits in order, reduces the risk of seizure of stock and sealing.
Standing with banks, landlords and partners
Landlords, lenders and brand partners treat a clean licensing record as evidence of a well-run business.
Eligibility and applicability
Eligibility depends on the State and category. The common conditions are about the applicant, the premises and the base licences.
- Applicant who is an adult of the minimum age prescribed by the State and has no disqualifying excise or criminal record
- Premises in a zone where on-premises liquor service is permitted, outside prohibited distances from places such as educational or religious institutions
- Legal possession of the premises for the licence period, as the Delhi renewal circular reiterates under section 13(1) of the Delhi Excise Act, 2009
- Minimum area and seating capacity as per the State category, for example a reported minimum plinth area and seats in UP
- FSSAI licence, municipal licence and fire NOC in place before the application
- Compliance with building, zoning and parking rules for the premises
Documents required
Applicant and entity documents
- Identity, address proof and PAN of the proprietor, partners or directors
- Partnership deed, LLP agreement or incorporation documents with authority resolution
- Affidavits and character or police verification documents as asked by the State
- GST registration and income tax details of the entity
- Passport size photographs and income or financial standing documents where the State asks
Premises and licence documents
- Ownership proof or registered lease for the premises for the licence period
- Approved building plan or layout with the area and seating capacity
- FSSAI licence for the restaurant or bar
- Municipal trade or health trade licence
- Fire NOC where required for the building
- No-objection documents from the landlord or society where the State asks for them
Step-by-step process
The excise process has more moving parts than other business licences. Start planning at the lease stage, because the premises and base licences decide your category.
Choose the State category
Match your business to a category in the current excise policy, such as the Delhi HCR categories or UP FL-6 and FL-7, and check area, seating and fee conditions for it.
Check location and distance restrictions
Confirm with the excise department and the local body that your address is permitted and meets the distance rules. A location problem cannot be fixed later by documents.
Obtain base licences
Secure the FSSAI licence, municipal licence and fire NOC. See our pages on FSSAI licence, health trade licence and fire NOC.
Register on the excise portal and apply
Create an applicant login on the State portal, fill in the category, premises and applicant details and upload documents. Delhi uses an e-Abkari login with an EXD ID; UP applications for bars go to the District Bar Committee.
Pay the application and licence fee
Pay the fee in the form the policy notifies. In UP, a processing fee linked to the licence fee has been reported at the application stage, and some licences allow instalments.
Inspection and committee or department approval
The excise department inspects the premises, checks the layout and documents, and the committee or competent authority approves or rejects.
Receive the licence and set up registers
Obtain the licence and start the stock and sale registers, permit procedures and display notices prescribed by the rules. Purchase stock only from authorised sources.
Government fees
Fees are decided by each State's excise policy and notifications, and they change from year to year. They are annual, they are tiered by seating capacity, zone or hotel category, and for bars and restaurants they are large amounts in lakhs of rupees. We do not publish category-wise figures because they vary with the policy year and we could not verify every figure on an official page.
| Item | Amount | Note |
|---|---|---|
| Delhi HCR licences (L-17 to L-20 and F variants) | Per Delhi Excise renewal circular, tiered by seating capacity | The 2026-27 circular applies a 10% increase and sets late-payment surcharges; read the circular on excise.delhi.gov.in |
| Uttar Pradesh bar licences (FL-6, FL-7, FL-7A, FL-8) | Per UP excise policy, by category and zone | Fees are annual; a processing fee linked to the licence fee has been reported; verify on excise.up.gov.in |
| Haryana bar licences | Per Haryana Excise Policy 2025-27 and notifications | Verify category fees with the Excise and Taxation Department |
Professional charges are quoted separately after reviewing your case. Government fees are paid directly to the authority.
How long does it take?
Timelines depend on the State's application window, committee meetings and inspection, so a fixed duration cannot be promised. Base licences such as FSSAI, the municipal licence and fire NOC usually take the longest, and the excise application starts after them. Plan several weeks to months from lease to the first pour, and do not stock liquor until the licence is issued.
| Stage | Typical time |
|---|---|
| Category selection and premises check | 1 to 2 weeks |
| FSSAI, municipal and fire clearances | Varies; usually the longest stage |
| Excise application, inspection and approval | Not fixed; depends on the State and committee |
Validity and renewal
Excise licences are annual. In Delhi, the 2026-27 renewal circular states that renewed HCR licences are valid for 12 months from 1 April 2026 to 31 March 2027, and it lays down surcharges for late payment: no surcharge until the stated cut-off, then an additional percentage of the annual fee, rising to 100% of the annual fee after 1 April 2026. Transport permits can be suspended for non-payment. Renew well before the cut-off dates, and pay instalment dues on time where instalments are allowed.
Compliance after approval
- Buy liquor only from authorised wholesalers and keep the permits and invoices
- Maintain stock, purchase and sales registers as prescribed by the excise rules
- Serve only within permitted hours and to persons of legal drinking age, which varies by State
- Display the licence, price list and any statutory notices at the premises
- Renew before the deadline and pay all fee instalments in time
- Keep FSSAI, municipal and fire licences valid, because lapse of a base licence can put the excise licence at risk

Common mistakes and rejection reasons
Signing a lease before checking location rules
If the address falls within a prohibited distance or zone, no amount of paperwork will help. Check with the excise department before the lease.
Applying before base licences are ready
Excise authorities usually expect FSSAI, municipal and fire papers. An early application is returned or stalls.
Premises not in legal possession for the full term
A short lease or an unregistered agreement can be a ground for refusal, since possession for the licence period is a statutory requirement in Delhi.
Choosing the wrong category
A restaurant that applies for a hotel category, or one with fewer seats than the minimum, will be refused or will pay the wrong fee.
Missing instalment or renewal dates
Delhi and UP policies charge surcharges and can suspend permits for late payment.
Buying stock from unauthorised sources
This leads to seizure and prosecution regardless of whether you hold a licence.
Penalties for non-compliance
Selling or serving liquor without a licence, selling spurious or non-duty-paid liquor, and breaching licence conditions are offences under the State Excise Acts. Consequences include fines, imprisonment, seizure of stock and cancellation or suspension of the licence. The amounts and sections differ between Delhi, UP and Haryana, and we have not verified them for this page, so no penalty table is given. Take legal advice if you receive an excise notice.
Practitioner tips
- Ask the excise department, in writing if possible, whether your address is eligible before you sign the lease. This one letter saves more money than any later fix.
- Prepare a clean file of base licences, lease, layout and fire NOC before you start the excise application. Inspectors check consistency across them.
- Check the policy calendar. Excise applications and renewals run on notified windows, and missing the window can cost a year.
- In UP, ask whether extra-hours permission is available for your zone if your business model depends on late nights, and plan the cost.
- Budget the licence fee as an annual cost with the possibility of revision, because policies have revised fees in recent years.

Liquor Licence for Bar & Restaurant: frequently asked questions
How do I get a liquor licence for a restaurant in Delhi?
Apply to the Delhi Excise Department under the hotel, club and restaurant categories through its online portal after securing FSSAI, municipal and fire clearances and legal possession of the premises. The department inspects the premises, and the licence is annual, running from 1 April to 31 March.
How much does a bar licence cost?
The fee is set by each State's excise policy and is tiered by seating, zone or hotel category. It is annual and usually runs into lakhs of rupees for bars and restaurants. Check the current circular or policy, because Delhi has applied a 10% increase for 2026-27.
What are the liquor licence categories in Uttar Pradesh?
For on-premises service the commonly cited categories are FL-6 for hotel bars, FL-7 for restaurant bars, FL-7A for club bars and FL-8 for trains and vessels. Bar applications are considered by a District Bar Committee. Confirm the current list on the UP excise portal.
Which licence does a hotel or restaurant need in Delhi?
The Delhi Excise Department issues hotel, club and restaurant licences in categories such as L-17, L-18, L-19 and L-20, with F variants for foreign liquor. The right category depends on the type of establishment and the seating capacity.
Do I need FSSAI and a fire NOC before applying for a liquor licence?
In practice yes. Excise authorities generally expect FSSAI approval, a municipal licence and a fire NOC where applicable before they process the bar application, so apply for those first.
Can I serve only beer and wine?
Many States have separate or lighter categories for beer and wine, but the details differ by State and policy year. Ask the excise department for the current category that matches your menu before applying.
How long is a liquor licence valid?
Excise licences are annual. In Delhi the 2026-27 renewal runs from 1 April 2026 to 31 March 2027. Renewal is online, and late payment attracts surcharges and can lead to suspension of transport permits.
What is the legal drinking age for service?
The legal drinking age is set by each State and has been changed by policy in some States, so we do not state a single figure. Check the current Excise Act and rules of the State where you operate, and train staff to check identity.
Can I get a one-day liquor permit for an event?
Most States provide for event or banquet permits for private functions, issued by the excise department on application and fee. The conditions vary, so apply well ahead of the event and confirm the process on the State portal.
What happens if I serve liquor without a licence?
It is an offence under the State Excise Act. Consequences can include fine, imprisonment, seizure of stock and sealing. The precise penalties differ by State, so consult a professional if you receive a notice.
