PF registration is the enrolment of an employer (establishment) with the Employees' Provident Fund Organisation (EPFO) so that provident fund, pension and insurance contributions can be deducted and deposited for employees. Since the Code on Social Security, 2020 started operating from 21 November 2025 and the new EPF Scheme, 2026 replaced the 1952 Scheme on 29 June 2026, the legal basis of PF has changed even though the day-to-day mechanics will feel familiar. This page explains who must register, how the process works on the EPFO employer portal and what to do after you receive your establishment code.

What is PF registration?

Provident fund in India is a retirement savings and social security arrangement run by EPFO. Each month the employer deducts the employee's share from wages, adds its own share and deposits both with EPFO. Part of the employer's share funds the Employees' Pension Scheme (EPS) and a small amount goes to the Employees' Deposit Linked Insurance (EDLI) cover. To do any of this you first need to register the establishment, which gives you an establishment code number and access to the employer portal.

The legal framework has been in transition. The Code on Social Security, 2020 merged the Employees' Provident Funds and Miscellaneous Provisions Act, 1952, the ESI Act and several other laws, and its provisions began to be brought into force from 21 November 2025. The EPF provisions were operationalised through the Employees' Provident Funds Scheme, 2026, notified on 29 June 2026 under section 15 of the Code. It supersedes the 1952 Scheme except for actions already taken under it, and existing UANs, balances and memberships carry forward.

Under the Scheme, the principal employer must ensure the establishment is registered, file a consolidated return in Form V within fifteen days of the Scheme applying to the establishment (a nil return where no employee qualifies), and file an ownership return in Form VI. Branch and ultimate-control details go in Form VIII, and up to five authorised signatories can be named in Form IX. Where contractors are engaged, the principal employer must declare them on the portal in Form X.

Registration is not a licence that you renew. It is a one-time enrolment that triggers continuing obligations: monthly Electronic Challan-cum-Return (ECR) filing, payment of contributions, maintaining member records and responding to EPFO notices. Missing those obligations, rather than missing registration itself, is where most employers run into trouble.

Who needs PF registration?

Coverage depends on the type of establishment and its headcount, as set out in the First Schedule and Chapter III of the Code on Social Security, 2020. In practice, the following employers should check their position:

  • Factories and manufacturing units in notified industries that engage 20 or more employees
  • Shops, offices, IT and service companies, hospitals, schools and other establishments that cross the headcount threshold specified for their category
  • Establishments that engage contractors, because the principal employer must declare contractors and ensure PF compliance for contract workers
  • Companies, LLPs and firms that have grown from a small team to 20 or more people during the year
  • Smaller employers that wish to extend PF benefits voluntarily to attract and retain staff, with the consent of employer and employees
  • Government-owned or controlled establishments whose employees are not covered by another contributory provident fund or pension scheme

Benefits of PF Registration (EPFO)

Statutory compliance

A covered establishment that has not registered is exposed to demands for past contributions with interest and damages. Registering on time avoids a large and avoidable liability.

Portable retirement savings for employees

Each member gets a Universal Account Number (UAN) that stays the same across jobs, so balances can be transferred and withdrawn online. This is a genuine hiring and retention advantage.

Pension and insurance cover

Employer contributions fund the Employees' Pension Scheme and EDLI cover, giving employees benefits that a private savings plan would not replicate.

Vendor and tender eligibility

Large buyers, government departments and principal employers routinely ask for the EPFO code and latest ECR challans during vendor onboarding and contract labour verification.

Clean record for audits and licences

Factory, contract labour and other labour approvals often cross-check PF compliance. A regular ECR history makes those approvals smoother.

Eligibility & applicability

Before applying, confirm that your establishment is covered and decide who is a mandatory member. These are the usual checks:

  • The establishment falls in a category and crosses the employee threshold covered under Chapter III of the Code on Social Security, 2020, or you have opted for voluntary coverage
  • Employees whose monthly wages do not exceed ₹15,000 must become members from the later of the date the Scheme applies to the establishment or the date of joining
  • Employees earning above ₹15,000 are treated as excluded employees under the Scheme and can join through a joint written option of employee and employer
  • The establishment has a PAN, a valid bank account and, in the case of companies and LLPs, an authorised signatory holding a Digital Signature Certificate
  • Employees can furnish Aadhaar, PAN and a bank account so that a UAN can be generated and seeded
  • Where the establishment is already covered under the 1952 Scheme, it continues under the 2026 Scheme without fresh registration, but must update ownership and signatory information

Documents required

Establishment documents

  • Certificate of incorporation, LLP agreement, partnership deed or proprietor's proof
  • PAN of the establishment and GST registration or Udyam, where available
  • Current bank account details with a cancelled cheque or bank statement
  • Proof of address of the establishment, such as a rent agreement with a recent utility bill
  • Shop and Establishment or factory licence, depending on the activity

Employer and authorised signatory documents

  • Digital Signature Certificate of the authorised signatory
  • PAN, Aadhaar and contact details of the employer or directors
  • Board resolution or authority letter for the signatory
  • Ownership details and persons in ultimate control, for Form VI and Form VIII

Employee documents

  • List of employees with date of joining, wages, and date of birth
  • Aadhaar, PAN and bank account of each employee for UAN generation and KYC
  • Existing UAN of employees who have worked elsewhere, so that history is linked

Step-by-step PF registration process

Registration is done online on the EPFO employer portal. The sequence below reflects how practitioners file applications; screens and labels can change as EPFO updates the portal under the 2026 Scheme.

  1. Confirm coverage and headcount

Count employees including those engaged through contractors and decide who is a mandatory member based on the ₹15,000 wage ceiling. Decide whether you are covered by threshold or opting for voluntary coverage.

  2. Obtain a Digital Signature Certificate

The employer portal uses DSC-based sign-in for establishment registration. Make sure the DSC belongs to the person who will be named as authorised signatory and that the name matches PAN records.

  3. Register the establishment on the portal

Enter establishment details, PAN, address, nature of business, date of coverage, bank information and employer particulars. Upload the supporting documents and sign with the DSC.

  4. Receive the establishment code

On approval, EPFO allots the establishment code number and the portal login. Keep the allotment letter, because banks and principal employers ask for it.

  5. File ownership and initial returns

File Form VI (ownership return), Form V (consolidated return within fifteen days of the Scheme applying to you, nil if none qualify) and, where relevant, Form VIII, Form IX and Form X for branches, signatories and contractors.

  6. Generate UANs and enrol members

Create UANs for new employees, link existing UANs for those who have worked before, and complete KYC with Aadhaar, PAN and bank account. Use face authentication through the UMANG app where the process allows it.

  7. Upload the first ECR and pay contributions

Prepare the Electronic Challan-cum-Return for the month, generate the challan and pay through the portal. Match employee wages, contributions and administrative charges before submission.

  8. Set the monthly calendar

Diarise the 15-day window after each month-end for ECR and payment, along with joiner, transfer and exit updates. Assign a back-up person who can sign in case the primary signatory is unavailable.

Government fees and charges

EPFO does not charge a fee for registering an establishment. The costs are the contributions themselves and the administrative charges on them, plus the cost of a Digital Signature Certificate.

ItemAmountNote
Establishment registration with EPFONo government feeRegistration is online; professional charges are separate
Employee contribution12% of wagesMandatory on wages up to ₹15,000 per month; maximum ₹1,800 per month
Employer contribution12% of wagesIncludes the EPS share of 8.33% on wages capped at ₹15,000 (maximum ₹1,250 per month)
Reduced rate for notified establishments10% of wagesOnly for establishments the Central Government specifically notifies
Contributions on wages above ₹15,000VoluntaryEither party can reduce or stop; employer pays additional administrative charges where voluntary contributions are made

Professional charges are quoted separately after reviewing your case. Government fees are paid directly to the authority. Administrative and EDLI charge percentages are set by EPFO notification and should be confirmed on the portal before each payment cycle.

How long does PF registration take?

Once the DSC is ready and documents are consistent, online establishment registration is often completed within a few working days, but EPFO does not commit to a fixed period. Delays usually come from mismatched names across PAN, incorporation and bank records, or from an inactive DSC. Plan a week for registration and a further week to onboard employees and UANs before the first payroll that includes PF.

StageTypical time
DSC procurement and document check1–3 working days
Online establishment registration and verificationFew working days; subject to EPFO
UAN generation and KYC for employees1–2 weeks depending on employee readiness
First ECR and paymentWithin 15 days after the month-end of coverage

Validity & renewal

The establishment code does not expire and there is no renewal. What you must maintain is accuracy: update ownership, authorised signatories (changes within thirty days) and address details, and keep filing returns every month. If the establishment closes, surrender the coverage through the closure process on the portal after settling all dues, because dormant but uncancelled codes keep generating notices.

Compliance after registration

  • Upload the ECR (Form VII) and pay contributions within fifteen days of the end of every month
  • Report new joiners, transfers and exits on the portal within the same fifteen-day window
  • Keep each employee's UAN, Aadhaar seeding and bank KYC current so that claims are not rejected
  • Update ownership details in Form VI within fifteen days of a change in ownership
  • Display the required notices at the premises and maintain records of wages, deductions and attendance
  • Reply to EPFO notices, inspection requests and queries within the stated time with supporting records
  • Review whether the Employees' Enrolment Campaign 2026 (valid until 31 October 2026) or other relief schemes apply to your past defaults before they close
  • Reconcile PF with ESIC and payroll monthly so that headcount and wages match across returns

Common mistakes & rejection reasons

Registering late

Employers often cross the headcount threshold quietly and register months later. EPFO can demand contributions from the date of coverage, with interest and damages, so register as soon as you cross the line.

Mismatched names and PAN

Differences between the name on PAN, the incorporation certificate and the bank account stall registration. Fix the master data before applying.

Ignoring contract workers

Principal employers are responsible for ensuring contractors' workers are covered. Not declaring contractors in Form X creates a compliance gap that surfaces during inspection.

Wrong wage base

The Code's wage definition applies from 21 November 2025. Payroll structures that push too much pay into allowances can draw scrutiny, so review salary components with your accountant.

Missing the 15-day window

Late deposit attracts interest and damages and can lead to inquiry. Do not wait until the last day because portal congestion is common around the due date.

UAN and KYC errors

Employees whose Aadhaar, bank or date-of-birth details do not match cannot get claims processed, and the employer's ECR can fail validation. Verify KYC at joining.

Penalties for non-compliance

Delay in deposit or non-registration can lead to interest on arrears, damages and, in serious cases, prosecution under the Code on Social Security, 2020. The exact rate of interest and damages is prescribed in the Code, rules and Scheme and has been in flux during the transition from the 1952 framework. The 2026 Scheme also provides one-time relief windows such as the Employees' Enrolment Campaign 2026 (valid until 31 October 2026), the VISHWAS 2026 scheme for older contribution defaults and the AMNESTY 2026 scheme for exempted establishments. Seek advice before relying on these because they have specific eligibility conditions and time limits.

Practitioner tips

  • Register the moment your payroll nears the threshold rather than waiting for a notice. EPFO's arrears are computed from the date of coverage, so a few months of delay can cost far more than the contributions themselves.
  • Name two authorised signatories in Form IX and keep their DSCs valid. Many missed ECR deadlines come from a signatory who left the company or an expired DSC.
  • Reconcile the ECR with the payroll register before uploading. A wage mismatch that appears in a later EPFO inspection is hard to explain months afterwards.
  • If your establishment has pending older defaults, check the enrolment, VISHWAS and AMNESTY windows before the deadlines pass. The relief is time-bound and the conditions are specific.
  • Do the ESIC and PF registrations together. The same headcount, wage and DSC data feeds both, and a joint payroll cut-over avoids two separate rounds of employee onboarding.

PF Registration (EPFO): frequently asked questions

Is PF registration mandatory for employers in India?

Yes, if your establishment is covered under Chapter III of the Code on Social Security, 2020. Coverage depends on the category of establishment and its employee count, commonly 20 or more employees. Smaller employers can opt in voluntarily with the agreement of employer and employees. Check your category before assuming you are exempt.

How many employees are required for PF registration?

Coverage is generally triggered at 20 or more employees for notified categories of establishments, with the exact schedule set under the Code on Social Security, 2020. Contract workers count when assessing a principal employer's position. Establishments with fewer employees can register voluntarily. Confirm your category against the First Schedule or with a professional.

Which law governs PF now, the 1952 Act or the Social Security Code?

The Code on Social Security, 2020 now governs PF. Its provisions were brought into force from 21 November 2025, and the Employees' Provident Funds Scheme, 2026 was notified on 29 June 2026, replacing the 1952 Scheme. Existing UANs, balances and memberships continue, though actions already taken under the old Scheme remain valid.

What is the PF wage ceiling in 2026?

The wage ceiling for mandatory PF membership remains ₹15,000 per month. The maximum mandatory employee deduction is ₹1,800 a month. Contributions on wages above ₹15,000 are voluntary for both employer and employee. Demands to raise the ceiling exist, but any change needs a fresh notification.

How do I register for PF online?

Register the establishment on the EPFO employer portal using a Digital Signature Certificate. Provide establishment, PAN, bank and owner details, upload documents and sign digitally. EPFO then allots the establishment code. After that, file the ownership and consolidated returns, create UANs and start monthly ECR filing.

What is the PF contribution rate for employer and employee?

Employee and employer each contribute 12% of wages, calculated on wages up to ₹15,000 where membership is mandatory. Of the employer's share, 8.33% goes to the pension scheme with a monthly cap of ₹1,250. A reduced 10% rate applies only to establishments specifically notified by the Central Government.

What is the due date for PF payment and return?

Under the 2026 Scheme the Electronic Challan-cum-Return must be uploaded and contributions paid within fifteen days of the end of each month. New joiner, transfer and exit details are also due in that window. Delays attract interest and damages, so do not wait for the last day.

Can a company register for PF with fewer than 20 employees?

Yes. Voluntary coverage is available if the employer and employees agree. Once an establishment is registered, it has to continue with monthly compliance. Many start-ups opt in early because PF is valued by new hires and it avoids a rush of registration when the team crosses the threshold.

Do contract workers need PF?

Yes. A principal employer is responsible for ensuring that workers engaged through contractors are enrolled and that contributions are paid. Under the 2026 Scheme, the principal employer must declare contractors on the EPFO portal in Form X. Check that your contractors file their own ECRs and keep copies of challans.

What happens if I do not register for PF on time?

EPFO can assess contributions from the date your establishment became covered, together with interest and damages, and may start proceedings under the Code on Social Security. One-time relief windows such as the Employees' Enrolment Campaign 2026 and VISHWAS 2026 exist for eligible defaults, but they are time-limited with specific conditions.
