PF Return Filing (Monthly ECR) for Employers

File your monthly Electronic Challan-cum-Return and pay PF contributions within the 15-day window, with wages and UANs that match payroll.

  • Monthly ECR and payment within 15 days of month-end
  • Governed by EPF Scheme, 2026 under the Social Security Code
  • UAN, KYC and wage data must match for ECR to validate
  • Late deposit attracts interest and damages

PF return filing is the monthly submission by an employer of the Electronic Challan-cum-Return (ECR) to the Employees' Provident Fund Organisation (EPFO), showing each member's wages and contributions, along with payment of the dues. Under the Employees' Provident Funds Scheme, 2026, which replaced the 1952 Scheme from 29 June 2026, the ECR and payment are due within fifteen days of the end of every month. This page explains how the filing works, what usually goes wrong and how to stay compliant.

What is PF return filing?

Every covered establishment must file a return of the provident fund contributions it deducts and pays each month. The return is the ECR, which combines the challan and the return in a single electronic file. It lists each member by Universal Account Number (UAN), the wages on which contributions are computed, the employee share, the employer share, the pension share and any non-contributory days.

The ECR is prepared as a text file or entered on the portal, uploaded, and then a challan is generated. Payment is made online, and the return is complete only when the money is credited. The 2026 Scheme requires both the ECR and payment within fifteen days of the end of the month, and also within that window the employer is expected to report new joiners, transfers and exits.

The change of legal framework did not change the mechanics you see on the portal. The Code on Social Security, 2020 came into operation from 21 November 2025 and the EPF Scheme, 2026 was notified on 29 June 2026 under section 15 of the Code. Existing UANs and balances continue. What has changed is the vocabulary and some one-time returns: Form V consolidated return, Form VI ownership return, Form VIII for branches and control, Form IX for authorised signatories and Form X for contractors. The monthly ECR is referred to as Form VII in the Scheme.

For employers, return filing is where most compliance risk sits. Registration happens once, but a missed or incorrect ECR in any month produces interest, damages and notices, and can block employees' claims.

Who must file PF returns?

Any establishment covered by Chapter III of the Code on Social Security, 2020 and registered with EPFO must file monthly. In practice:

  • Companies, LLPs, firms and proprietorships registered with EPFO under the Scheme
  • Factories and industrial units that engage the number of employees required for coverage
  • Shops, offices, IT and service companies that crossed the coverage threshold or opted for voluntary coverage
  • Principal employers who engage contractors, since contractors' workers' contributions must also be deposited
  • Exempted establishments that run their own trust but must still file prescribed returns with EPFO
  • Establishments with no wages in a month, which should check whether a nil return is required

Benefits of PF Return Filing (ECR)

Protects employees' claims

Employees can only withdraw, transfer or draw pension on contributions actually credited to their UAN. Timely returns avoid claim rejection and employee complaints.

Avoids interest and damages

Delayed deposit leads to interest and damages calculated on the arrears, which can exceed the original contribution when ignored for long.

Clean record for approvals

Principal employers, tenders, banks and labour authorities often ask for the latest ECR and challans. A regular history speeds up these checks.

Fewer inspections and notices

Matching wages, UANs and challans reduces mismatch queries from EPFO and keeps inspections routine.

Better payroll discipline

A fixed monthly calendar ties PF to payroll, ESIC and professional tax return work, reducing last-minute errors.

Eligibility & prerequisites

Before filing the monthly ECR, make sure the following are in place:

  • The establishment has a valid EPFO code number under PF registration
  • The authorised signatory has a working login and, where required, a valid Digital Signature Certificate
  • Every member has a UAN, activated and linked to Aadhaar, PAN and bank account as required
  • Wages are computed on the base prescribed by the Code, with mandatory contributions on wages up to Rs 15,000 per month
  • Joiners and exits for the month are updated on the portal
  • Funds are available in the bank account used for payment before the due date

Documents required

Payroll inputs

  • Monthly salary register showing basic, allowances and total wages
  • Attendance and leave-without-pay records to compute non-contributory days
  • List of joiners and leavers with dates

Member data

  • UAN of each employee with Aadhaar, PAN and bank KYC status
  • Date of birth and date of joining as recorded with EPFO
  • Previous UAN or member ID for employees with earlier PF history

Payment and records

  • Previous month's ECR and challan for comparison
  • Bank account details and payment mode for the challan
  • Notices or inspection correspondence, if any

Step-by-step monthly PF return filing

The process below reflects how monthly ECR filing is commonly done on the EPFO employer portal. Screen names can change as EPFO updates the portal under the 2026 Scheme.

  1. Close payroll and finalise wages

Complete the month's payroll and confirm wages, leave without pay and arrears. Differences between payroll and ECR are the main cause of later queries.

  2. Update joiners and exits

Add new members with their UANs, record date of exit for leavers and link previous UANs for employees with earlier PF history.

  3. Prepare the ECR

Prepare the ECR in the portal's file format using your payroll software, or key it in. Include wages, EPF, EPS and EDLI wages, contributions and non-contributory days.

  4. Upload and validate

Upload the ECR on the portal. The system validates UANs, names and KYC. Fix errors reported against specific members and re-upload.

  5. Generate the challan

Once validated, generate the Temporary Return Reference Number and challan showing contributions, administrative charges and EDLI charges. Check the totals against payroll.

  6. Pay through the portal

Pay through the authorised bank mode. Payment must be credited by the due date, so avoid paying on the last day.

  7. Download receipts and reconcile

Download the ECR, challan and payment confirmation. Keep them with the payroll file and reconcile the month's contributions to the ledger.

  8. Diarise next month

Set reminders for the 15th of the next month and name a back-up signatory who can file if the primary person is unavailable.

Contributions and charges

There is no fee for filing the return. The amounts payable with the challan are the contributions and charges set under the Scheme. Administrative and EDLI charge percentages are set by EPFO notification and should be confirmed on the portal for each cycle.

ItemAmountNote
Employee contribution12% of wagesMandatory on wages up to Rs 15,000 per month; maximum Rs 1,800 per month
Employer contribution12% of wagesIncludes EPS share of 8.33% on wages capped at Rs 15,000 (maximum Rs 1,250 per month)
Reduced rate for notified establishments10% of wagesOnly for establishments the Central Government notifies
Contribution on wages above Rs 15,000VoluntaryBy joint option; additional administrative charges apply

Professional charges are quoted separately after reviewing your case. Government fees are paid directly to the authority.

When is the PF return due?

The ECR and payment for each month must be completed within fifteen days of the end of that month, for example by 15 November for October wages. Joiner, transfer and exit details are also due in that window. EPFO does not grant a grace period, and portal congestion near the due date is common. Plan to file a few days earlier.

StageTypical time
Payroll closure and member updatesFirst week after month-end
ECR upload and validationAs soon as payroll is final
Challan generation and paymentBy the 15th of the next month
Reconciliation and recordsWithin the same week

Continuing obligation

PF return filing continues every month while the establishment is covered, including months with no wages unless the portal allows a nil return in your case. If the establishment closes, complete closure formalities and file the final returns on the portal after settling dues. A dormant but uncancelled code continues to generate notices.

Compliance after filing

  • Keep ECR, challan and payment confirmation for each month with the payroll records
  • Check that employees' passbooks show the credit and resolve any member whose contribution did not post
  • Update ownership details in Form VI within fifteen days of a change in ownership
  • Keep authorised signatory details current, with changes reported within thirty days
  • Respond to EPFO notices and inspection requests with supporting records within the stated time
  • Review whether the Employees' Enrolment Campaign 2026 (valid until 31 October 2026) or other relief schemes apply to older defaults
  • Reconcile PF with ESIC return filing and payroll monthly so that headcount and wages match

PF returns: what is monthly and what is one-time

Return or formFrequencyPurpose
ECR (Form VII)Monthly, within 15 days of month-endWages, contributions and payment for each member
Form VWithin 15 days of the Scheme applying to the establishmentConsolidated return of employees; nil where none qualify
Form VIOn registration and within 15 days of a changeOwnership return
Form VIIIOn registration and when details changeBranches and persons in ultimate control
Form IXOn registration; changes within 30 daysUp to five authorised signatories
Form XWhen contractors are engagedDeclaration of contractors by the principal employer

Common mistakes & rejection reasons

Paying on the last day

Payment counts only when credited. Bank or portal delays on the 15th turn an on-time intention into a late payment.

UAN and KYC mismatches

Names, dates of birth and Aadhaar details that differ from EPFO records make the ECR fail validation or leave the member's credit stuck.

Wages not matching payroll

ECR wages that differ from the payroll register are hard to defend in an inspection. Reconcile before upload.

Ignoring contractor workers

Principal employers must ensure contractors' workers are covered. Not declaring contractors in Form X creates a compliance gap.

Missing exits

Failing to record date of exit leads to continued contributions for ex-employees and employee claim problems.

Single signatory dependency

If the only person with login or DSC leaves, filing stops. Name a back-up signatory in Form IX.

Penalties for non-compliance

Late deposit or non-filing can lead to interest on arrears, damages and, in serious cases, prosecution under the Code on Social Security, 2020. The exact rates are set by the Code, rules and Scheme and have been in transition from the 1952 framework, so they are not stated here. The 2026 framework also includes one-time relief windows, such as the Employees' Enrolment Campaign 2026 (valid until 31 October 2026), VISHWAS 2026 and AMNESTY 2026, each with specific conditions and time limits. Seek advice before relying on them.

Practitioner tips

  • File by the 10th rather than the 15th. A failed validation or bank problem then still leaves you time to correct and pay inside the window.
  • Run the portal's pre-validation or a payroll-software check for UANs before every upload. Fixing ten members is easier than fixing them after the due date.
  • Keep a two-column reconciliation of payroll wages against ECR wages each month and sign it off. It is the first document an inspector asks for.
  • Review the relief windows if you have old defaults. The enrolment campaign is valid only until 31 October 2026.
  • Name two authorised signatories and keep both DSCs valid so that a resignation never stops a filing.

PF Return Filing (ECR): frequently asked questions

What is the due date for PF return filing?

Under the Employees' Provident Funds Scheme, 2026, the ECR and the payment of contributions are due within fifteen days of the end of each month. For October wages that means by 15 November. New joiner, transfer and exit details are also due in the same window.

What is ECR in PF?

ECR stands for Electronic Challan-cum-Return. It is a single electronic file showing each member's UAN, wages and contributions, from which the challan is generated. Employers upload it on the EPFO employer portal every month and pay through the portal.

How do I file PF return online?

Prepare the ECR from payroll, upload it on the EPFO employer portal, fix any validation errors, generate the challan and pay online. Download the ECR, challan and payment confirmation afterwards. The authorised signatory needs a working login, and a DSC where the process requires one.

Is a nil PF return required?

Where there are no wages or no qualifying members, a nil return is generally expected. The Scheme also provides for a nil consolidated return in Form V where no employee qualifies. Check whether the portal allows a nil ECR for your establishment before skipping a month.

What happens if PF is paid late?

Late payment can attract interest and damages on the arrears and, in serious cases, prosecution under the Code on Social Security, 2020. The precise rates have been in transition, so confirm the current figure. Employees' passbooks also show delayed credit, which often triggers complaints.

What is the PF wage ceiling and contribution rate?

The wage ceiling for mandatory contribution is Rs 15,000 per month. Employee and employer each contribute 12% of wages, with the employer's share including the pension component of 8.33% subject to a monthly cap of Rs 1,250. Contribution on higher wages is voluntary.

Why is my ECR failing validation?

The most common causes are UAN not activated or not linked, name or date-of-birth mismatch with EPFO records, KYC not approved, and exited members still being reported. Fix the member-level error shown on the portal, correct the underlying record and re-upload.

Do contract workers need to be included in PF returns?

Yes. The principal employer must ensure workers engaged through contractors are covered, and under the 2026 Scheme must declare contractors on the portal in Form X. The contractor usually files the ECR for its workers, but the principal employer should verify and keep copies of challans.

Can I correct an ECR already filed?

Corrections are generally made through a revised or supplementary ECR for the affected member in a later month, subject to EPFO's process on the portal. Keep a reconciliation note explaining each correction so that it can be shown during an inspection.

Does the new Social Security Code change how I file PF returns?

The monthly mechanics on the portal feel familiar, but the legal basis is now the Code on Social Security, 2020 and the EPF Scheme, 2026. New forms such as Form V, VI, VIII, IX and X apply for one-time and change-based reporting, while existing UANs and balances continue.
