A fertilizer licence is the authorisation required under the Fertilizer (Control) Order, 1985 (FCO) to sell, store, mix or manufacture fertilizers. If you want to open a fertilizer shop, run a wholesale distribution business or set up a fertilizer blending or manufacturing unit, you must register with the state agriculture department or the central authority as the case may be before you start.
What is a fertilizer licence?
India controls the trade in fertilizers through the Fertilizer (Control) Order, 1985, an order issued under the Essential Commodities Act, 1955. The Order lays down what a fertilizer is, who may sell or manufacture it, and what quality standards, sources, records and prices are binding. It also covers inorganic, organic and biofertilizers listed in its Schedules.
For a dealer, the permission is formally called a certificate of registration, which most people call a fertilizer licence. The application is made in Form A of the Order and the certificate is issued by the registering authority of the state agriculture department. Delhi's Form A, for example, refers to Clause 8 of the Order and asks for the type of dealership (wholesale, retail or industrial), the places of sale and storage, the applicant's constitution, previous registrations, any conviction under the Essential Commodities Act in the last three years and source certificates from each supplier.
Manufacturers, importers and mixers of fertilizers are covered by separate provisions of the Order, and their registration involves product specifications, plant and laboratory facilities and sampling norms. They interact with the central Department of Fertilizers and the state authority, so the process is more technical than dealer registration.
An important point is that the order treats each place of business separately. The Delhi form states that a separate application is needed for each place where the business will operate. The wholesale or retail certificate also cannot be combined with an industrial dealer certificate.
Who needs a fertilizer licence?
Anyone who stocks, sells, distributes, mixes or makes fertilizers as a business needs the appropriate registration. Typical applicants are:
- Retail fertilizer shops and agri-input stores selling urea, DAP, NPK and similar products to farmers
- Wholesale dealers and distributors who supply retailers
- Industrial dealers who sell fertilizers for non-agricultural industrial use, which needs a separate category
- Manufacturers, mixers and blenders of fertilizers, including organic and bio-fertilizer producers
- Importers of fertilizers
- Cooperative societies and farmer producer organisations that sell fertilizers
Benefits of Fertilizer Licence
Lawful trade and supplier access
Manufacturers and marketing companies appoint dealers only if they hold a valid registration, because they issue a source certificate to the dealer.
Access to subsidised product flow
Registered dealers can deal in the notified products and use the point-of-sale and reporting systems that the government fertilizer supply chain requires.
Credibility with farmers and banks
A displayed certificate shows the shop sells approved products. It also supports bank credit and trade credit applications.
Protection from seizure and prosecution
Trading without registration is an offence under the Essential Commodities Act. Proper registration reduces the risk of stock seizure and criminal action.
Eligibility and applicability
State rules and the state agriculture department's checklist apply on top of the Order. Points that commonly decide the application:
- The applicant can be a proprietor, partnership, company or HUF, as listed in Form A; the people behind the concern must be named
- The applicant should not have been convicted under the Essential Commodities Act or the Fertilizer (Control) Order in the preceding three years, as Form A asks for this declaration
- A source certificate from the manufacturer, wholesaler or marketing agency you will buy from is required before registration
- You need suitable premises for sale and storage, with a godown plan where the state asks for one
- Some states ask for educational or training proof for fertilizer dealers; check your state's checklist
- Wholesale and retail dealers cannot hold an industrial dealer certificate at the same time, and vice versa
Documents required
Applicant documents
- Application in the prescribed form (Form A for dealers) with covering letter
- PAN, Aadhaar, identity and address proof of the proprietor, partners or directors
- Entity documents: partnership deed or incorporation papers, if applicable
- Passport-size photographs
- GST registration certificate where applicable
Source and business documents
- Source certificate from each manufacturer, marketing company or wholesaler you will source from (Haryana and UP checklists refer to Form O, to be confirmed on the portal)
- Affidavits as per the state checklist, such as no violation of the Fertilizer (Control) Order 1985 and no pending FIR
- Bank balance certificate or statement where the state asks for it (secondary guides for UP and Haryana mention a certificate up to a stated amount)
Premises documents
- Ownership proof or registered rent agreement for the shop and godown
- Site plan of the sale point and godown
- NOC from the local body or pollution board where the state requires it
- Treasury receipt, challan or demand draft for the fee
Step-by-step process for a dealer certificate
The steps below describe the dealer route. Manufacturers and mixers file under different provisions and should confirm requirements with the authority first.
Decide the dealership type and place of business
Choose wholesale, retail or industrial, and finalise the premises. Each place of business needs its own application, so decide on the shop and the godown together.
Obtain source certificates
Get a source or authorisation letter from the manufacturer, marketing company or wholesaler. Without this, most offices will not process the file.
Prepare the file
Compile identity, entity, premises, affidavit and bank documents as per the state checklist. Match names and addresses across all documents.
Apply on the state portal or at the office
In Uttar Pradesh, apply through the Nivesh Mitra portal under the Agriculture Department. In Haryana, the Saral Haryana portal lists fertilizer dealer services. In Delhi, Form A goes to the registering authority of the Development Department. The state may also accept offline filing.
Pay the fee
Pay the state fee by online payment, treasury challan or demand draft, as the portal directs. Keep the receipt.
Inspection and verification
An officer of the agriculture department may verify the premises, godown and documents. Keep the premises ready with the display board, stock register and storage space.
Receive the certificate and start trade
On approval, the registering authority issues the certificate of registration. Display it at the shop and open the stock and sales registers.
Government fees
The Delhi Form A states that a registration fee is payable by challan or demand draft but leaves the amount blank, and secondary guides for UP and Haryana state that the fee varies and is given by the licensing officer. We have therefore not stated a figure. Check the fee on the state portal or with the district agriculture office before applying.
Professional charges are quoted separately after reviewing your case. Government fees are paid directly to the authority.
How long does it take?
Secondary guides for Uttar Pradesh and Haryana indicate a service period of about 25 to 30 days from the date the application is accepted. This is not a government guarantee, and actual time depends on the district office, inspection and the completeness of source certificates and affidavits.
Validity and renewal
Secondary guides report that dealer certificates in Uttar Pradesh and Haryana are usually valid for two years unless suspended or cancelled. Check the validity printed on your certificate and the state rules. Apply for renewal before expiry, because trading on an expired certificate is treated as trading without registration. Changes in premises, proprietor or partners, or in the source of supply must be intimated to the authority.
Compliance after registration
- Display the certificate and a price and stock board at the shop as required by the state
- Sell only fertilizers that conform to the notified specifications and are bought from the sources named in your certificate
- Do not sell above the maximum retail price printed on the bag, and give a cash memo or bill for every sale
- Maintain stock and sale registers and keep invoices, as fertilizer inspectors check them
- Allow inspection and sampling by fertilizer inspectors
- Use the point-of-sale and reporting systems that your state has made mandatory for subsidised fertilizers
- Renew on time and report changes in premises, constitution or sources of supply
Common mistakes and rejection reasons
No valid source certificate
Applicants file before the manufacturer or wholesaler gives the source letter. The office cannot process the file without it.
One application for two locations
The form requires a separate application for each place of business. Using one file for the shop and a separate godown in another place leads to queries.
Weak premises proof
Unregistered rent papers, missing owner NOC or a site plan that does not match the actual shop are common causes of delay.
Overlooking the declaration on past offences
Form A asks about convictions under the Essential Commodities Act in the preceding three years. A wrong or incomplete declaration can lead to rejection or cancellation.
Mixing dealer categories
Wholesale, retail and industrial are different categories and cannot be held together as per the form's declarations.
Penalties for non-compliance
The Fertilizer (Control) Order is made under the Essential Commodities Act, 1955, and contraventions of the Order are punishable under that Act. Consequences can include seizure of stock, suspension or cancellation of the certificate, prosecution and imprisonment or fine. We have not quoted the exact terms here because the Act has been amended and the current sentence should be checked against the latest text of Section 7.
Practitioner tips
- Start with the manufacturer. Many companies will onboard you only after you show a shop and a godown, and the source letter they issue sets the pace of the whole application.
- Make the site plan match the photographs and the rent deed. Inspectors compare the plan with what they see, and small mismatches cause repeat visits.
- Keep a ready file with the certificate, source letters, previous invoices and registers. Fertilizer inspectors can sample stock and check records without prior notice.
- If you also plan to sell seeds or pesticides, treat them as separate licences with different authorities and checklists. Do not assume the fertilizer certificate covers them.

Fertilizer Licence: frequently asked questions
Which law governs the fertilizer licence in India?
The Fertilizer (Control) Order, 1985, issued under the Essential Commodities Act, 1955. It regulates registration of dealers, manufacturers and importers, the quality and labelling of fertilizers and the powers of fertilizer inspectors. State agriculture departments administer dealer registration.
Do I need a licence to open a fertilizer shop?
Yes. A dealer must hold a certificate of registration under the Fertilizer (Control) Order, applied for in Form A, before selling fertilizers. Selling without it is a contravention of the Order and the Essential Commodities Act.
What is the difference between a wholesale, retail and industrial dealer?
Wholesale dealers sell to retailers and other dealers, retail dealers sell to farmers and end users, and industrial dealers sell fertilizer for non-agricultural industrial use. Form A asks you to choose one, and the form's declarations do not allow industrial and agricultural categories to be mixed.
What documents are needed for a fertilizer dealer licence?
Typically the application form, identity and PAN proof, entity papers, premises proof and site plan, source certificate from the manufacturer or wholesaler, affidavits, photographs, GST certificate and fee receipt. The exact list differs by state, so use your state department's checklist.
How do I apply for a fertilizer licence in Uttar Pradesh or Haryana?
In Uttar Pradesh, the Agriculture Department service is available through the Nivesh Mitra portal, and in Haryana through Saral Haryana, according to secondary guides. Offline filing at the district agriculture office may also be available. Confirm the current route on the state portal.
How long is a fertilizer licence valid?
Secondary guides report that dealer certificates in UP and Haryana are usually valid for two years unless suspended or cancelled. The validity is printed on your certificate and set by the state rules, so check it and renew before expiry.
How much is the fertilizer licence fee?
The fee is set by each state and paid by challan, demand draft or online. The Delhi Form A leaves the amount blank and secondary guides say the fee varies by state, so ask the district agriculture office or check the state portal for the current figure.
Can I sell fertilizers from home or from a godown only?
Registration is tied to a place of business for sale and storage, and a separate application is needed for each place. Whether a godown alone is accepted depends on the state. Mention your storage plan in the application and confirm with the district office.
Do I need a separate licence for fertilizer manufacturing?
Yes. Manufacturers, mixers and importers are covered by different provisions of the Order and need approval based on plant, product specification and testing facilities. Dealer registration does not allow you to manufacture or blend fertilizer.
