A meat shop licence is not one document but a set of permissions: a municipal licence from the local body for the premises, FSSAI registration or licence for food safety, and compliance with State slaughter and animal laws. This page explains how a meat shop, chicken shop or meat trading business is licensed in Delhi, Uttar Pradesh and Haryana, what inspectors check, and where meat retailers most often get into trouble.
What is a meat shop licence?
Selling raw meat, poultry or fish from a shop is regulated twice. The local body regulates the premises, because a meat shop produces waste, needs water and drainage, and affects the neighbourhood. FSSAI regulates the safety of the food itself. In addition, the State's laws on slaughter and on protection of cattle decide what you can sell and where the animal can be slaughtered.
In Delhi, municipal licensing for meat sale falls under the Delhi Municipal Corporation Act, 1957, with conditions of hygiene and sourcing laid down by the MCD. The Delhi Agricultural Cattle Preservation Act, 1994 prohibits slaughter of agricultural cattle, while buffalo meat is allowed from licensed slaughter facilities. Delhi, UP and Haryana each have their own cattle-protection statute, and the penalties can include imprisonment, so a retailer must know what his supplier delivers.
Slaughter must take place in a licensed or authorised slaughterhouse and not in the shop. Under the Prevention of Cruelty to Animals (Slaughter House) Rules, 2001, animals are to be slaughtered in recognised slaughterhouses and not in the open. Retail shops buy dressed meat, or in the case of chicken, many shops use a licensed facility or follow the conditions the local body permits. Check with your local body what it permits for live poultry, because practice varies between cities.
FSSAI treats meat retail as a food business, and the Food Safety and Standards Act, 2006 replaced the older Prevention of Food Adulteration Act, 1954, which some websites still mention. The FSSAI tier you need depends on turnover and activity; see our FSSAI licence registration page for the current thresholds.
Who needs a meat trading licence?
Anyone who sells meat, poultry or fish for consumption, whether as a small shop or as part of a larger business, should check the following:
- Chicken and mutton retail shops and neighbourhood butchers
- Fish and seafood retailers in markets and standalone shops
- Supermarkets and grocery stores with a meat counter
- Online meat delivery businesses with a dark store or cutting unit
- Wholesalers and cold stores that store and distribute meat
- Processors of frozen, marinated or ready-to-cook meat products
Benefits of Meat Shop & Meat Trading Licence
Lawful operation and fewer closures
A valid municipal licence and FSSAI approval protect you from sealing and seizure at inspection, which are the two outcomes most feared by meat retailers.
Consumer and supplier trust
Displaying the licences reassures customers about hygiene, and licensed suppliers prefer to deal with licensed shops.
Access to banks and platforms
Bank loans, delivery platforms and landlords typically ask for the FSSAI licence and municipal licence.
Defence against harassment
When your papers and sourcing records are complete, you can answer an inspector or a complaint with documents rather than argument.
Ready to expand
A compliant first shop makes it easier to open a second outlet or a cloud kitchen with the same system.
Eligibility and premises conditions
The licence is given for specific premises and a specific kind of meat. The local body checks the premises and the neighbourhood before it approves.
- Premises with a legal right to occupy, in a location where meat sale is permitted by the master plan and local rules
- Layout that meets the body's hygiene conditions, including drainage, washable walls and floor, ventilation and water supply
- Distance conditions from places such as markets, temples or schools where the local body prescribes them
- Staff who are medically fit and follow hygiene practices as required under FSSAI rules
- Source of meat from licensed slaughterhouses or approved suppliers, with invoices
- Refrigeration and cold-chain equipment for storing meat safely
Documents required
Applicant and business documents
- PAN and identity and address proof of the proprietor or partners
- Partnership deed or incorporation documents if not a proprietorship
- GST registration where applicable
- Passport size photographs and indemnity bond or affidavit in the format of the body
Premises and food-safety documents
- Ownership or rent agreement with landlord's consent for meat sale where the lease is silent
- Electricity bill, water and sewer connection proof and property tax receipt
- Site plan or layout with the area of the shop and photographs of the frontage
- Structural safety or completion certificate where the body asks for it
- FSSAI registration or licence
- Medical fitness certificates of the persons handling meat and supplier details
Step-by-step process
The order below works for most cities. Always check your local body's own checklist before you pay anyone.
Check that meat sale is permitted at the address
Confirm with the local body that the area, building and distance from markets and religious places allow a meat shop. Some societies and market associations also restrict it by their own rules.
Fit out the premises
Install washable walls and floor, drainage connected to the sewer, a wash basin, adequate water, refrigeration and a closed waste bin. Inspectors compare the shop with the layout you submit.
Apply for FSSAI
File FSSAI registration or licence on FoSCoS under the meat retail Kind of Business. Keep supplier details and slaughterhouse licence copies handy.
Apply for the municipal licence
Apply to the local body, such as MCD in Delhi or the Nagar Nigam in UP, for the health or meat trade licence with the documents above. Delhi accepts online applications and applications at civic service centres, as per MCD's current instructions.
Inspection
A municipal health inspector visits the premises. Be present with originals, and ensure that the signboard shows the kind of meat sold.
Receive licence and display
Display the municipal licence and FSSAI licence in the shop, along with the signboard of the meat type.
Maintain sourcing records and renew
Keep purchase invoices and licence details of every supplier, and renew the municipal licence before expiry.
Government fees
A secondary legal-information page mentions a small processing and licence fee for the MCD meat shop licence in Delhi, but we could not verify it against an MCD notification and fees have been revised in recent years, so we do not quote a figure. The same holds for UP and Haryana, where each body sets its own fee.
| Item | Amount | Note |
|---|---|---|
| Delhi (MCD) meat shop licence | Per MCD schedule | Confirm on the MCD portal; a processing fee and licence fee are charged |
| Uttar Pradesh municipal licence | Per local bye-laws | Set by the Nagar Nigam or Nagar Palika |
| Haryana municipal licence | Per local bye-laws | Set by the municipal corporation or committee |
| FSSAI registration or licence | Tier-wise annual fee | See the FSSAI page and FoSCoS |
Professional charges are quoted separately after reviewing your case. Government fees are paid directly to the authority.
How long does it take?
There is no fixed period. The municipal licence depends on the inspection and on whether your premises and dues are clear. FSSAI registration is relatively quick, while an FSSAI licence depends on scrutiny. Plan the fit-out and the application together so the inspector sees a finished shop.
| Stage | Typical time |
|---|---|
| Premises fit-out and document preparation | Days to a few weeks |
| FSSAI registration or licence | Days to weeks, depending on tier |
| Municipal inspection and licence | Not fixed; varies by body |
Validity and renewal
Municipal meat shop licences are generally annual and, in Delhi, reported to run to 31 March with renewal due early in the new financial year and late fees for delay. Confirm the date on your own licence. FSSAI approvals are perpetual from 1 April 2026 subject to payment of the annual fee and filing of returns. A change of location, owner or type of meat needs a fresh licence or an amendment.
Compliance after approval
- Display municipal and FSSAI licences and a signboard stating the kind of meat sold
- Keep supplier invoices and slaughterhouse licence copies for every consignment
- Maintain cold-chain temperature, cleaning and pest-control records
- Dispose of waste only through the approved system and never in drains or open areas
- Renew the municipal licence and pay the FSSAI annual fee on time
- Keep animal remains out of public view, as the local conditions require
Municipal meat licence vs FSSAI vs slaughterhouse licence

| Renewal | Usually annual | Annual fee, perpetual validity from April 2026 | As specified in the licence |
Common mistakes and rejection reasons
Selling without a municipal licence
Many owners hold only FSSAI. Municipal inspectors can penalise or seal a shop with no local licence, and drives against unlicensed meat shops are well documented.
Premises that fail hygiene conditions
Open drains, porous walls, no sewer connection and exposed carcasses are the most common causes of adverse inspection reports.
Unverified supply chain
Buying from an unlicensed source exposes you to seizure and, for cattle meat, to criminal liability under State cattle-protection laws.
Ignoring local distance and area restrictions
Some areas bar meat sale near markets, religious places or in particular localities. Check before you sign the lease.
Wrong FSSAI category
Meat retail, processing and storage fall under different Kinds of Business. A wrong choice leads to rework.
Missing the renewal
A lapsed licence can attract a late fee and trouble at the next inspection.
Penalties for non-compliance
Selling meat without a municipal licence can lead to prosecution or civil penalty and sealing under municipal law, and selling food without FSSAI approval is an offence under the Food Safety and Standards Act, 2006. State cattle-protection laws carry separate criminal penalties; a secondary source reports imprisonment of up to five years and a fine under the Delhi Agricultural Cattle Preservation Act, 1994, which we have not verified against the Act. We do not publish a penalty table without verified section references.
Practitioner tips
- Ask each supplier for a copy of the slaughterhouse licence and keep it with the invoice. This single file answers most inspector questions.
- Before you sign a lease, check the society or market rules as well as the municipal rules. Landlords and associations often block meat sale even where the law allows it.
- Photograph the shop at layout stage, after fit-out and on opening day. These photographs help in a dispute or when the inspector asks what changed.
- Treat cold-chain logs as a compliance record. A temperature log with date and initials is easy to keep and impresses auditors.
- If you also sell cooked items or eggs, include them in your FSSAI Kind of Business and trade description.

Meat Shop & Meat Trading Licence: frequently asked questions
Is a licence required to open a meat shop in Delhi?
Yes. A meat shop needs a municipal licence from MCD for the premises and FSSAI registration or licence for food safety. Conditions on hygiene, sourcing and signage apply, and the shop must not be used for slaughter unless the premises is an authorised slaughterhouse.
Do I need FSSAI for a chicken or mutton shop?
Yes. Meat retail is a food business, so it needs FSSAI registration or a licence depending on turnover and activity. The municipal licence does not replace FSSAI, and FSSAI does not replace the municipal licence.
Can I slaughter animals in my shop?
Generally no. Slaughter is regulated and should happen in a recognised slaughterhouse under the Slaughter House Rules, 2001 and local law. Shops usually sell dressed meat. Ask your local body what it allows for live poultry, since practice differs by city.
Is beef sale allowed in Delhi, UP and Haryana?
Each State has a cattle-protection law that restricts slaughter of cows and certain cattle, and the penalties can be severe. Buffalo meat from licensed facilities is treated differently. Check the specific statute before you trade and consult a lawyer for your case.
What documents are required for a meat shop licence?
Generally identity and PAN, constitution documents, rent agreement or ownership proof, electricity and water proof, property tax receipt, a site plan, photographs, FSSAI registration, an affidavit or indemnity bond, and medical fitness certificates for staff.
How much does a meat shop licence cost?
The municipal fee is set by the local body and the FSSAI fee depends on the tier. We could not verify a current official figure for each city, so we confirm the fee with the authority before you pay. Professional charges are quoted separately.
How long is a meat shop licence valid?
Municipal licences are usually annual, and in Delhi they are reported to run to 31 March with renewal due early in the year and late fees thereafter. FSSAI approvals are perpetual from April 2026 subject to annual fee and returns.
Is a meat shop licence needed for a supermarket meat counter?
Yes, in principle, because the activity is the same. The licences are taken for the premises and the trade, so a store that adds a meat counter should update its FSSAI Kind of Business and check municipal requirements.
What happens if I run a meat shop without a licence?
You can face prosecution or civil penalty, sealing of the shop, seizure of stock and action under the Food Safety and Standards Act. Municipal corporations conduct periodic drives against unlicensed meat shops.
Can I sell meat online from a dark store?
Yes, if the dark store is licensed. It needs FSSAI approval, a municipal licence for the premises and compliance with hygiene and cold-chain conditions. Marketplace platforms also ask for FSSAI details from every seller.
